The Senate of the Free and Hanseatic City of Hamburg is the government of the German State of Hamburg comprising the First Mayor and nine Senators. The First Mayor (at present Ole von Beust, for the second term) is elected as President of the Senate for the term of a legislative period of the Bürgerschaft (Parliament). As head of the government he inherits the guideline competency and appoints (and also dismisses) his fellow Senators. The Senators are the heads (ministers) of their respective government agencies (Behörden).

The Senate of the Free and Hanseatic City of Hamburg has already build up strong ties with Dubai and the Region and is keeping them up with a number of activities. The healthcare sector, the container ports of both cities and the direct airline connection are some highlights of these connections. Mr. Reinhard Hollunder, personal advisor of the Senator of Health, which is presently H.E. Dietrich Wersich, has considerably contributed to the development and the concept of Hamburg Innovations. Since years he is visiting the Dubai Arab Health Exhibition with a healthcare delegation from North Germany, headed by the Minister, i.e. 2009 by H.E. Dietrich Wersich.
